Migration governance and public policies in Colombia: challenges of good governance in the face of irregular migration

This article analyzes Colombia’s public policies on irregular migration through the lens of good
governance principles. Using a qualitative and documentary approach, it examines key regulatory
instruments such as Law 2136 of 2021, the Temporary Protection Statute for Venezuelan Migrants (ETPV), and the Temporary Protection Permit (PPT). Although Colombia has made progress in developing a rights-based legal framework, significant gaps persist in its implementation, particularly at the territorial level. Limitations in citizen participation, inter-institutional coordination, and accountability are evident, undermining the effectiveness and equity of migration governance.
The article concludes that strengthening local institutional capacities, integrating the migrant
population into decision-making processes, and improving information systems are essential steps
toward consolidating a migration policy aligned with good governance principles. These measures
are crucial to ensuring a sustainable and inclusive response to the challenges of irregular migration.
