Digital Social Networks and the Right to Citizen Participation

This analysis aims to establish the importance of informed and educated use of digital social networks, which allow the exercise, among other rights, of civil and political rights, such as the right to citizen participation, the right to meet and associate in digital environments. , the right to express oneself freely and express any thought or political opinion without arbitrary interference; the right to seek, receive and disseminate public information, regardless of borders, under equal conditions and guaranteeing protection measures against any discrimination; also maintaining the right to privacy, to not be subject to attacks in private online communications. These digital human rights - in accordance with the United Nations - must be guaranteed and protected for all sectors and social groups, since the exercise of these rights through social networks contributes to strengthening the link between government and citizens, allowing multidirectional communication, that is, horizontally between citizens and vertically between institutions and citizens; promoting multilateral oversight and surveillance, accountability and online protest. To construct this analysis, comparative and exploratory methodology was used, with bibliographic and documentary research techniques, which made it possible to link digital social networks with the right to citizen participation, and other rights and freedoms such as those of expression, assembly, association and access to information.
